Top public universities said to lose in aid plan

Abstract

An analysis of a proposal now before Congress to change the formula used to allocate money from the government's three key student-aid programs concludes that the change would benefit community colleges and for-profit institutions. However, according to the analysis by the American Council on Education, the new formula would mean less money for public four-year colleges and historically black colleges, while its effects on private colleges would be mixed.
