This architecture allowsseparate administration and access to metadata packages, provides for varyingsyntax in each package in conformance with semantic requirements, and itpromotes interoperability and extensibility by allowing tools and agents toselectively access and manipulate individual packages and ignore others. Atthe conclusion of the paper we propose implementations of the Framework inHTML, MIME, SGML, and distributed objects.
